Full Journal pdf2012-04-09 House Journal Page 2275 HB 158 The following was read the second time: HOUSE BILL NO. 158 "An Act relating to the authority and obligations of the Knik Arm Bridge and Toll Authority, to bonds of the authority, and to reserve funds of the authority; authorizing the state to provide support for certain obligations of the authority; relating to taxes and assessments on a person that is a party to an agreement with the authority; and establishing the Knik Arm Crossing fund." with the: Journal Page TRA RPT 4NR 2AM 573 FN1: ZERO(DOT) 573 FIN RPT CS(FIN) NT 6DP 3DNP 2NR 1978 FN2: ZERO(DOT) 1979 Representative Austerman moved and asked unanimous consent that the following committee substitute be adopted in lieu of the original bill: CS FOR HOUSE BILL NO. 158(FIN) "An Act relating to bonds of the Knik Arm Bridge and Toll Authority; relating to reserve funds of the authority; relating to taxes and assessments on a person that is a party to an agreement with the authority; and establishing the Knik Arm Crossing fund." There being no objection, it was so ordered. Amendment No. 1 was offered by Representatives Gara, Gruenberg, Gardner, Kawasaki, Tuck, Guttenberg, Petersen, Miller, Cissna, and Kerttula: Page 4, following line 13: Insert a new bill section to read: 2012-04-09 House Journal Page 2276 "* Sec. 6. AS 19.75 is amended by adding a new section to read: Sec. 19.75.246. Liability of the state. The state is not liable to any party for the costs of operation or construction of the Knik Arm bridge or for the losses of a private company in the event that toll revenue is inadequate to cover the costs of operation or construction of the Knik Arm bridge." Renumber the following bill sections accordingly. Representative Gara moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Neuman objected. The question being: "Shall Amendment No. 1 be adopted?" Representative Austerman moved and asked unanimous consent that CSHB 158(FIN) be considered engrossed, advanced to third reading, and placed on final passage. There was objection. CSHB 158(FIN) will advance to third reading on tomorrow's calendar.
